cannot receive mail

I cannot send or recieve e-mails as an error keeps coming up, the error is as

Socket Error: 10060, Error Number: 0x800CCC0E

Can anyone help.

Has the account ever worked or is this a recent problem?

I don't see any evidence that your provider supports advanced ports
or options, see
http://www.talktalk.co.uk/help/email/how-do-i-set-up-my-talktalk-account-in-windows-mail.html

Change port 995 to port 110, and unselect the SSL option.
