i can recieve mail from others but not from ebay. all filters are off

When expecting a message from an eBay sender (presumably you mean they
are using the eBay mailer to send the first note to you for an auction
you have going), first look in your mailbox using your e-mail provider's
webmail interface to see if it ever arrived; otherwise, there will
nothing for your e-mail client to yank. If it does not show up there,
perhaps the server-side spam filtering enabled on your mailbox is
filtering out (so go look in the Bulk/Junk folder unless you configure
their spam filter to delete immediately instead of move it).

the email i am try to get is from ebay direct, i need to update my email
address and to do this you have to open their email to you and click on a
link in the email. i have turned off all filters on outlook and on netzero

Again, and WITHOUT your e-mail client (Outlook) running, did you check
if the confirmation e-mail showed up by using your e-mail provider's
webmail interface? If that doesn't show the e-mail, you didn't get it,
or the spam filtering configured for your mailbox deleted or moved it,
or eBay didn't send it. Maybe you have the wrong e-mail address
specified in your eBay account; if so, and if it is not your account,
then you'll have to change your e-mail address at eBay to the correct
one and then receive their confirmation e-mail there. If you still
cannot get the eBay confirmation e-mail then call them (or send them an
e-mail but from a known working account).

be v-e-r-y careful in responding to e-mail such as this. it may be a
phising attempt from someone posing as e-bay looking for your personal
information. instead, just go to the ebay website and update your
information there.

Make sure it's REALLY from eBay and NOT a phishing expedition. Scammers use
messages that look like they're from eBay to get your personal data to rip
you off.
