Cannot open Properties for My Computer

Hi,

I have a client running WinXP SP2. When logged in as an administrator
and trying to open the properties for "My Computer" either by right
clicking on the icon or via the Control Panel, nothing happens. But
when I log in with a user that has limited rights it opens the
properties fine but I obviously can't make any changes.

Can anybody help me figure out why it's not working with the admin
account and how I can fix it?
