Cannot open Outlook express

If anyone can help I would be eternally grateful.

I am unable to open outlook express, it gives me the
following warnings.

Outlook Express could not be started. The application was
unable to open the Outlook Express message store. Your
computer may be out of memory or your disk is full.
Contact Microsoft support for further assistance.
(0x8007000E,5)

Outlook Express could not be started because MSOE.DLL
could not be initialized. Outlook Express may not be
installed correctly.

I have a Dell Dimension 8200 computer with windows xp. I
have downloaded explorer version 6. This happened after I
lost power in my house and had to restart my computer.
Along with this problem I had a number of files on my
desktop that all of a sudden showed up as hidden, meaning
that the read only box and the hidden box (under the
properties) were both checked off. I don't know if this
helps or confuses but I thought of mentioning it.
