I just spent my afternoon yesterday cleaning my brother's computer of the exact problem. Unfortunately he had so many "problems" I couldn't pinpoint the exact one causing the problem, but I can tell you how to get rid of the problem
First the work around which "Roger" has posted in several different forums here. Reboot your computer in SafeMode. This will allow you access to your control Panel and IE (but not the net). To start in SafeMode
1. Click Star
2. Select "Run
3. Type "msconfig" and then click "ok
4. Select Safeboot (I think it is under a tab "ini.boot"). Anyway it is an option under one of the tabs. Select it and restart
Go to Control Panel > Internet Options >Advanced Options > and uncheck the "enable third-party browser extensions
This will now allow your control panel, IE etc to work
Reset your computer to start up in normal mode by using msconfig again
Now to actually get rid of the offending program that has hijacked your computer, I recommend getting and using
Adawar
Spybot search and destro
and Pandasoft's free Internet Virus scan
The first 2 can be downloaded from

and the pandasoft site is
http://www.lavasoftusa.com
These are the programs I used to get my brother's computer free. Just be careful using Adaware and Spybot that you do not delete useful programs. They both will highlight programs that you will not want to quarantine or delete. But get rid of any identified as Malware. If in doubt, keep the identified object. Spybot (I think) identifies what the program is and gives more info that Adaware. Adaware allows you to post your log to their site and they will advise you which programs are "bad".
