cannot open folders in control panel

I just recently got back online and my internet explorer was working fine. Now I when I open IE I get a message saying
Cannot find file C:/WINDOWS/secure.html. Please check internet address. Then the window opens but I can only view pages by going to my favorites where I have Google saved. Don't know where that came from but now when I go to my control panel and open my Internet Options folder it flashes on the screen but then disappears. Same with my Add/Remove Program folder. Plus I can only surf for a few minutes before a blank white screen appears and I have to ctrl/alt/delete
My internet provider says to call tha manufacturer but all they say is I have to clean my system. Isn't there a way to fix my computer without having to delete everything

PLease Help!!!
 
You may have the new virus. If you can get to update page it will check and download fix for this virus.

Run an online scan at one of the following:

If still no joy, then consider reinstalling IE:


Copy and paste the following line to the Start > Run prompt, it will
try to reinstall IE and the routine will need the XP CD.

rundll32.exe advpack.dll,LaunchINFSection %systemroot%\inf\ie.inf

Alternatively, the routine will ask for diverse files, go to a command
prompt (Start > Run > cmd) and type
dir name_of_file_needed /s (Example dir iesinfo5.ins /s)
This will tell you the location of the file, browse to that path and
click retry.
You will have to do this for 5 or 6 files, which can be bothersome.
But it can also be reinstalled without the CD.
