Cannot open excel files or any ms office files

I cannot open any ms office files (e.g. word, excel) when
I logged on as a different user. Currently, we are only in
a workgroup not domain. The new account that I want to log
on has already been added to the local user of the
computer. How could I do to access ms office files even if
I change log on account?
 
I'm not sure what you mean. Can you see the files in windows|explorer?

If no, then maybe there's a permission setting that you haven't addressed.

If yes, can you open excel itself?
If no, what happens?

If yes, can you open the workbook via File|Open?

If file|Open works, but doubleclicking doesn't, you may want to try one of
these:

Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver

The /unregserver & /regserver stuff resets the windows registry to excel's
factory defaults.

An alternative might be to do:
Try Tools|Options|General|Ignore other applications (uncheck it)
