Cannot Open Device Manager after XP Pack 2

This happens after I installed Service Pack 2.

If I try to open Device Manager, I get an error message that MMC cannot open
the file devmgmt.msc. THis may be because the file does not exists, is not
an MMC console or was created by a later version of MMC.

I also cannot defragment the disk now - getting a similar message but
relating to the Defrag file.

Anyone had similar problems and how did you resolve them ?
