Cannot move desktop icons

I cannot move icons on the Windows XP Home desktop. I
can "arrange" via a right-click. Whenever I click and
drag an icon to move it elsewhere on the desktop, it
doesn't stay there. Auto-Arrange is turned off. I'm
stumped because I was previously able to move icons.

Further down on the Arrange Icons menu is a "Lock Web Items on Desktop." If
this is checked, click on the option to remove the check.

If still no luck, take a look at your Taskbar and Start Menu Properties. On
the Start Menu page, click Customize. Is "Enable Draging and Dropping"
marked off?
