CANNOT MAKE FILES OR FOLDERS PRIVATE

I do not understand why this option is not available when
I right click properties of a folder or file as I am
administrator. I wondered if I forgot to register with
Microsoft as owner and went into the system info for my
code so I could get online assistance from Microsoft but
it wont let me proceed with the key as it was
preinstalled, tells me to contact the computer co I
bought machine from??????? HELP!!!!
