cannot longer receive or send e-mail through Outlook express

I get the following message

The connection to the server has failed. Account: 'pop.pacbell.yahoo.com', Server: 'pop.pacbell.yahoo.com', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E
 
I had the exact same problem with the same error codes. In my case I had to
delete the email accounts I had and to add them back as new accounts. It
worked then. (Reboot between delete and add)
