Cannot log off and shut down

Using Win XP on IBM THinkpad T41p, brand new. Will not log off and shut down. Have to use the power off key, hold it down firmly for several seconds for the computer to shut off. What is wrong?
 
I've encountered a similar problem on my Dell Dimension 8400 Media Center.
When I hit the logoff button, I get a blank screen. The only way that I can
escape it is to hold down the power key for several seconds to turn the
computer off.
