Cannot Install or Uninstall Apps

I'm having a problem where I cannot uninstall or install an application
without getting a message that I need to complete another setup. However, I
am not aware of any setups running. I've rebooted several times and logged in
as myself and Administrator.

Is there a way to tell Windows there is not another setup running?

Have you tried running the Windows Installer CleanUp Utility
