With cable broadband, you cannot just switch computers / router connected
directly to the modem.

With Shaw you can... i do it all the time, all over edmonton, and never had
an issue... but what gets me is that it happened all of the sudden without
switching computers... shaw said it was a bad network card.. but i proved
them wrong by replacing the network card... i'm stump on this one...
i'm thinking of tring to do a complete format and reinstall of windows. to
see if that fixes the issue.
anyone else have other suggestions?

Try this: open the TCP/IP properties, Advanced button, Options tab,
TCP/IP filtering properties. If filtering is enabled, change all
ports/protocols to permit all instead of permit only. Click OK or
Apply, close out, then return to the filtering settings and disable
filtering.
