Cannot get a telnet connection out

I know the destination host is up, and I can use my
machine to surf the web, or send email. I use XP home.

When I try and telnet <machine address> <port number> I
just time-out.

Im thinking I might have disabled some service that telnet
requires when I nailed down my system 6 months ago - that
or maybe something in the network setup???

I'm at a loss, and any help would be great.

Try to telnet into the following host to see if you are able to telnet out
from your box...

bbs.isca.uiowa.edu

Type guest when prompted for a name however if you even get that far then
the test is good.

If you are able to make a connection here then the problem is with the
computer you are trying to reach and will have to contact the admin. If you
are not able to reach the above host then you will have to post the exact
error. There is a Telnet service that runs on XP however it is for client
access to your box, it should not affect getting out. Some firewalls such
as Zonealarm can be configured to not allow specific types of network
traffic to get out. Other than this I am not sure what would cause the
problem without a more specific error. Feel free to email me if you have
