Does your connection to that server cross over from one internet
provider's equipment to another's before it reaches the server?
If so, such connections to port 25 are often blocked to cause
trouble for spammers, so you need to ask cableone.net if they
allow such connections on any other port, and if so, the details
such as which port. Just trying all the ports is a very slow way to
find out, since there are about 65,000 ports available. The
information is likely to be available somewhere on their web site.

What if any antivirus programs, antispyware programs, firewall
programs, and other security programs do you have? Some of
them cause assorted problems in Windows Mail, although
seldom immediately.

These may help:

Other programs to check for, for a similar reason: Google Toolbar,
and any programs with SMS in their names.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no protection not provided by the regular
resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.
