Cannot format dvd-rom

I also have a Satellite 1800 series. The dvd-rom will not read brand new cd - cannot copy to this drive - I get the following error messag

disc is not formatted "windows cannot read this disk. disk might be corrupted or it could be using a format that is not compatible with window

have tried uninstalling drive, device manager says drive is ok. There is no format option for the dvd-rom drive unlike the c drive or a drive????? Help. Presume drive is OK - can read info from other disks inserted???

Did you say that you have a DVD-ROM (Read Only)?
