"Cannot Find Server" Error

I have been having this problem for about 3 weeks now.
Whenever i open up internet explorer I get a "Cannot Find
Server" Error. My ISP is working correctly though, because
i can download e-mail and sign on to instant messenging. I
can also access the internet by opening up my computer and
typing a website into the address bar. But IE can never
find the server when opened through explorer.exe or a
short cut, also pop up links bring the "Cannot Find
Server" Error.

I Have tried to repair Internet Explorer, Uninstall and
Reinstall as well. I contacted road runner support and
they could not help me either.

Any and all help with this problem would be appreciated. I
am running Windows 98 second edition on my computer right
now. Thanks in advance

First eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.
