cannot empty recycle bin

when i click on empty recycle bin and the system ask me" are u sure u want to delete all the items?" i say yes and then the system pop up saying " Cannot delet Dc123:Access is denied. Make sure the disk is not full or write-protected and that the file is not currently in use."
My disk is not full !
and the files are not currently in use
Can anyone help?
