Cannot Download from an FTP Site

Something with WinXP and/or IE6 won't allow me to
download from an FTP site. When I try, explorer locks up
and the cursor flashes between an arrow and an hour glass
and it beeps a lot. The firewall ICF is not started.
I'm using dial-up. Is there a setting of some kind I
need to change.

Strange thing is, I've got a similar system that I HAVE
NOT done the automatic updates to for WinXP and IE6 and
it downloads just fine!! Weird.

If you try via a command line or program (like CuteFTP or LeechFTP,) does it
give you any errors?
