Cannot delete old accounts after fresh XP Pro install

I have had many problems trying to figure out security with my new XP pro
box, after giving the world permissions to everything and not getting what I
needed I have reinstalled XP pro as a fresh install. The problem I am
having at the moment is that once I did the fresh install there were old
accounts still on my computer and there is one that will not delete for
anything, says that it cannot delete the Templates folder, "Access denied"
contact administrator. Why can't I delete this old stragling account when I
am logged into the hidden Administrator account.

Any help would be greatly appreciated.

Chris,

Try right clicking on My Computer and go to Properties.
Click on Advanced, then Settings under User Profiles.
You should see the account you want to delete. Choose
the account, then Delete. This should take care of any
folders left by that old account.
 
Administrator is not root.
Users group is not world.
This is Windows. Accounts can have private storage,
which means Administrators group has no rights there.
