Cannot delete filename: Access is denied. HELP ME !!!!!!

When i back up files to my iomega USB hard drive then i
restore them certin files and or folders become
unaccessible i cant modify move or delete them i get

"Cannot delete filename: Access is denied.

Make sure the disk is not full or write-protected and
that the file is not currently in use. "

I am always logged in as the adminstrator can anyone
help me i have files i need to get to and im locked out
of them

Problem: I can't delete empty directories I have full controll over.

Error message when trying to delete from Explorer is:
Cannot delete TestDirName: Access is denied.
Make sure the disk is not full or write-protected
and that the file is not currently in use.

Details:
- Windows XP Pro SP1a with all critical updates, all NTFS
- Logged in as Administrator (advanced security confirms complete
control over empty directory and I have ownership)
- No processes have this directory file handle open (confirmed
with trusted tool Process Explorer)
- Disk has plenty of free space and (of course) is not write
protected.
- I can delete these empty directories from command prompt but not
from Windows Explorer!

Important:
I can create and delete these empty directories when the file
system is mounted as a drive letter, like K: but I cannot delete them
when the file system is mounted as a directory, like c:/build34.

I have scrutinized the ACE's, permissions, etc. until I'm blue in the
face. This file system needs to be mounted as a directory for my apps
to work properly (long story). All of my file systems are clean
(chkdsk approved).

I was thinking it could be a problem with inherited access
permissions, but after spending many hours studing this, I believe it
is something else now.

Any help would be greatly appreciated!
