cannot delete file file name is to long for recycle bin

I have tried every method in the news group. Nothing
seems to work. When I btpass the recycle bin I get an
error that say's cannot delete file. Any suggestions
would be appricated.

Right-click the file and see if it says read-only.

What kind of file is this?
