Cannot Delete Continued

Okay, so I have this file on my comp (.avi) and whenever I try to delete or
even rename it, it says it's being used by another program or person, which,
is obviously not the case. I've rebooted and tried to delete/rename to no
avail, I've even booted up in safemode under admin account and get the same

The following has not worked for me searching for
vx2.dll, safe mode, registry searches. This problem
occurs only with .AVI files and occurs very frequently.
I believe I could delete it in DOS Prompt but it has many
spaces and symbols in it? I cant delete the folder
because its my documents with lots of stuff in it?

P.S. If the file name is long and contains many spaces use wild cards.

Example; A file called "This is a really long pain in the neck undeletable
avi file.avi" can be deleted with the DOS command, DEL Th*.avi
