Cannot delete a file

I have a video clip that I cannot delete from my HDD.
When I click on it 1) my CPU usage shoots up to 100%
(explorer.exe) and 2) the message "cannot delete. file in
use by another program" appears. I have tried to delete
this file using dos....that gives me a "cannot locate
file" message. The clip is about 700mb, I have never been
able to watch the clip so I want to delete it, but I just
cannot seem to find a way to do it. Any advice, hints,
tips, techniques, or suggestions would be very much
appreciated since I have been at this now for a few
months. I finally gave up and asked for help!

I guess your recycle bin can't handle 700MB.
Right click the file, go to delete and hold the shift key
pressed...this deletes the file without going through the
recycle bin. Also, make sure No programs are open,
especially any media players. Click Ctrl/alt/del and check
what programs are running.

Quit Explorer, try with the file shredder of SpyBot and Destroy.
You can also try with another tool which is not a file manager
but which offers an access to folders. Nero for instance,
IrfanView and so on.
If your drive is not a NTFS and you have a multiboot, try
to delete from another OS.
