Here are some possibilities:
1. Windows XP normally stores Favorites in the folder for your user
name within "C:\Documents and Settings". By default, the Documents
and Settings folder can't be accessed over a network.
2. You don't have permission to write in the folder to which you're
copying the Favorites.
I suspect that it's #1. If so, you can try copying the Favorites
folder to another shared folder, like Shared Documents, then copying
them over the network.
An even better solution would be to run Internet Explorer and export
the favorites to a file, copy that file to the other computer, and
import them into Internet Explorer.
