cannot copy favorites file from XP machine to win98SE machine

I need to import a favorites file from an XP home system across a LAN to a
Win98SE machine and I keep getting errors that will not allow the transfer. I
have tried copying the file to a floppy but it doesn't save in HTML format so
the import won't recognize the file. How do I copy the favourites file?
 
Favorites is a system folder try copying the folder to floppy then take the
floppy to the target system - open the favorites folder on the floppy- select
all the addresses and folders inside by clicking then using control A (select
all) and Control C (copy) then go to the target systems favorites folder and
do control P (paste) paste the addresses into the target system favorites
folder - all formatting should be the same
