Cannot Connect using TSWeb, RDP works

I am receiving the below error when trying to use TSWeb, however RDP works
just fine. Is there a cache for TSWeb I need to clear out?

"The client could not connect to the remote computer. Remote connections
might not be enabled or the computer might be too busy to accept new
connections. It is also possible that network problems are preventing your
connection. Please try your connection again later. If the problem continues
to occur, contact your administrator"
 
Is the default.htm file configured for the correct port number?

Yes, this is a one computer problem. I have 15 other machines working with
no isssues using TSWeb. This computer just started having the problem after
working for 4 months.
