Cannot configure Internet Connection

I just re-installed WINXP Pro over another Winxp Pro
because I was having problems with the computer shutting
down and restarting for no apparant reason.

Now the re-install is working great, no probs...except
when I go to Internet Connection Wizard or Network Setup
to setup my Internet connection it won't give me the
option for using a Dial Up connection, or Modem. It will
only allow me to check the box for a Broadband
connection. I've tried starting the Remote Access
Connection Manager and I get the error message #5: Access
Denied.

Any help would be greatly appreciated as I have tried
about everything I can think of.

Is the modem/modem driver installed?
