Cannot Change Security Level

Using IE6 SP1 and now I cannot change my security settings (both the
Custom Level and Default Level buttons are grayed out). This started
without any (known) software installations. I ran SpyBot and cleaned
out stuff, but this did not correct the problem.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
