cannot change file types association

Dear all,

I have add the user to the power user group, but he cannot change file type
association in the folder option, what is the problem?

Please help me to solve this problem ASAP, thanks very much!!
 
Nothing wrong with the clock.

No. It was the Date. ;-)

I tried it in DTS and that link didn't work. I messed with the link a bit
and finally gave up.
