Cannot bypass startup

In previous version of Access (I.E. 97) I could hold down shift to bypass
the startup form. However, since converting the database to 2003 this no
longer works.

It *should* work provided that it has not been disabled. Do you have any
reason to suspect that it might have been?

No - particularly that if I open a Access 97 or Access 2002 version of the
file it opens fine. Once converted to 2003 I get this problem.
 
Found I had a file missing on my computer. The main database I open has a
function to enable/disable the bypass key. It turns out this function
disables the bypass key for all files I try to open - not just the one that
has the function I wrote.
