CANNOT BROWSE PLEASE HELP

Hi

I hope someone can point me in the right direction - I
simply do not know what is going on.

All was ok until yesterday when for the first time in a
week I rebooted my PC (and I switched it off and on again
too).

My browser simply will not load any pages. Ive cleared
the cache, run netsh to rebuild tcp/ip, de-installed
programs I installed within the week, run adware scans
deleted all identified programs, run Nortoms Antivirus
checked sytem logs nothing!

A couple of pointers: I have been running out of disk
space a few times this week, my pc starts up with Nortons
Internet Security Professional disabled( am I being
attacked???) my broad band connection is good, I can ping
sites, I can run my email client, I can access my
newsgroups. I can run Overnet and Grokster.

I just cannot run Internet Explorer.

PLEASE PLEASE someone offer me some advice.
btw this has been posted on another machine which I have.

Sorry, one more thing to add: when I do try to enable
Nortons Internet Security, Nortons tells me I cannot
because of low privelages - yet - I AM administrator
level privelage!!!
