Cannot Boot

If you are not able to boot into Safe Mode so you can run System Restore
or Last Known Good Configuration, since you can use Recovery Console
try running System Restore from the command line:

Navigate to:
c:\Windows\System32\restore

and type rstrui.exe [Enter]

If that doesn't work, you might try a Repair Install, although I'm
doubtful that will work either. If none of the above works, I'm afraid
you're looking at a Clean Install. Oh, and get a different consultant.

When in recovery console type in this set command:

Set AllowAllPaths=true (note you may need to put a space on either side
of the equal sign).

Hopefully this will allow you to access that directory and delete it.
