Cannot assign Delegates

I'm using Exchange Server 2003 with aprox 150 clients. All users (except one)
can share thier calendars. With this particular user, when he tries to share
his caleder he doesn't have a permissions tab, and when he tries to assign
delegates (Tools->Options) the option to add is diabled. Has anyone seen
this, and know the fix?
 
Makes sure it isn't a PST Store instead of an Exchange mailbox, also ensure
that he is online
