Cannot accesss secure sites

I tried to delete personal profile but I only have 1
profile and cannot delete that. I cannot access the
secure part of my bank web site or my power company
billing secure site.

Insure that Secure sockets layer items are selected.
Goto: Tools | Internet Options } Advanced
Scroll down to Security.
Check the boxes for the following:
Use SSL 2.0
Use SSL 3.0
Use TLS 1.0 (may not be necessary?)
Some secure sites require cookies.
Goto: Tools | Internet Options | Privacy
Insure that the slider in the Security section is set
to at least "Medium."
Lastly, check other areas of the Internet Options dialog
(particulary the Security tab) for items set too high.

I am experiencing these same issues. I have tried all of
the recommended fixes and no luck. And I have tried to
download and install IE again and it will not install.
