Cannot access user accounts setting

Using Windows XP Home. Clicking the User Accounts icon in Control Panel
gives me the following message "Automation Server can't create object". I
have run sfc /scannow but that did not fix whatever the problem is. Any
ideas, suggestions?

Try going into control panel > administrative tools >
computer management > local users and groups > users.
Delete any created user accounts and then recreate the
ones needed. Don't delete the administrator account!
 
Hi, thanks for trying. Unfortunately there is no "local users and groups"
entry in "computer management" :(.
