Cannot access old files

I recently had to reinstall windows xp on to my computer and now I can see
old documents and settings that I had previously been using but anytime I try
to open it it says access is denied, and I still have them on my computer,
but cannot run, progroms I had previously installed. Also, this is a smaller
problem, everytime I double-click on a file it opens a window for me to
search that file instead of just opening the file, very annoying.
