Cannot access Help and Support Ctr computer

Whenever I try to get the Help and Support Ctr I receive the error message: helpctr.exe is not a valid Win32 application. So I had to go online directly to get help, but can find an answer to my particular problem. I don't have the Windows XP disc as it was installed by the service man on delivery and setup of my PC 2yrs ago. Please somebody help!
