Cannot access help and support center

I cannot access Help and Support from the Start Menu, nor can I access
System Information, in System Tools.
System restore did not correct the problem. I am using Windows XP Home
with Service Pack 2.
 
Try creating a new user account,open xp in new,try help/support,if it runs
ok,
the old account is corrupted,delete old account....
