I have English speaking presenters who would like to view notepages in
English while projecting the slides that are created in other languages. Is
this possible in the 2003 version? I have heard that it is possible

Are the English notespages included as the speaker notes for the "other
languages" slides?

With a dual monitor or laptop+projector setup and the right video card, yes:
