If you are asking "Can I access my Googlemail in Outlook" then yes you can, either by POP or by IMAP. Look in Googlemail Help for the settings...

The "opposite" is all you can do. You cannot configure googlemail to "fetch" Outlook mail. There's no such thing as "Outlook mail" and servers cannot fetch messages from clients.
