can you stop Outlook from downloading attachments when clicking on a message?

When I am traveling I need to use a slow internet connection.
Whenever I click on a message which has a large attachment Outlook
will download the entire attachment before I can view the mail (even
worse, it downloads it again when you try and open it). This makes
Outlook unusable on a slow link. When you are trying to get some work
done this is very frustrating.

I'm sure there must be a simple solution for this. I've looked, but I
can't find any setting in Outlook that will prevent automatic
downloading of attachments.

In Outlook 2000 use Remote Mail to download` message
headers only, in XP you can set a limit for attachments to
be downloaded.
