Can you share documents that others edit at the same time?

We create a Q & A document and numerous people need to input questions and
answers, prior to a council meeting. Does anyone else use documents like
this, or have any ideas? We are using Word 2003
 
You cannot have multiple people editing a document simultaneously.

You can have multiple documents incorporated into a single one using
IncludeText fields. Give each of your contributors his/her own Q & A
document. Use includeText fields to bring them into the main document.
Update the fields regularly. Won't work, though, if they are answering each
other's questions.
