Can you please help me with restoring something?

i deleted a user account but i clicked on keep files because it said it would
keep the desktop and documents of that user's account and it would create a
new folder on the desktop of the account that deleted it with everything that
was kept...but i saw the folder and it was empty...how do i get those things
back?

From a backup?
 

If you didn't have backups, then the only way to get the data back is
with either data recovery software or by a professional data recovery
firm. If some time has passed and you have continued to use the
computer, the chances of retrieving the data are greatly reduced. If
you do not have computer skills (and I'm not trying to insult you since
I have no idea what your skills are - however if you don't know what
backups are I can extrapolate from that) then take the machine to a
professional computer repair shop that does data recovery.

If the data is crucial to your business, I would suggest skipping the
local software method and contacting a professional data recovery firm.
