Can you limit the bandwidt one PC uses ?

I have a small problem. There are currently 3 idividuals using my dsl
connection and sometimes when one of them is viewing a video or something, i
get a bad lag wich is no good for a gamer. Is it possible to limit the
download speed on a computer so it doesnt use all the bandwidt ? Hopefully
without having to buy a new software.
 
Is that sarcasm ?

I am a newbie yes, I mean that i share the connection and we are all using
it connected to a HUB.

No, Mr. Molesworth was not being sarcastic. He was asking you for more
information because you did not provide enough to get a specific answer
to your question. For instance, we need to know things like:

1. Is a router involved? Since you mention a hub - are you *sure* it is
a hub and not a router? There is a difference and it matters. What is
the make/model of the hub or router?

2. What operating systems are involved? Since you posted in an XP group,
we assume XP but Home or Pro? What Service Pack levels?

There is a router, Speedtouch 510 connected to Cnet Powerswitch CNSH - 800.
We are three also connected to that Switch? I have Windows XP pro, Service
pak 2. Same as the PC i want to limit a download speed.

So, a router connected to a switch or a hub along with those who access the
internet.

From some Googling, I believe you will need to set bandwidth quotas
either in your router or by having a server/domain setup which you do
not have. Here are some links to information about your router which I

best place for you to learn if you can set quotas with your hardware.

Someone more familiar with setting up bandwidth quotas than I may have a
better idea for you, but lacking that input I would say that your best
bet is to either a) research whether your hardware can handle this; or
b) talk to your roommates and find an equitable way to handle the
problem that doesn't depend on technology; i.e., people skills -
communication and problem-solving by talking to each other.
