can you covert a picture to a frame?

i have a picture exacly like i want it but know i want to place a table on
top. you know like coverting text to table

Just make the picture be the background image for the table. Be aware that
this is an exceptionally poor way to build a webpage, particularly if you
are then going to want to align content in the table with regions in the
image.
