Can you change the timerinterval to force random execution

I have a program which creates *.HTML from MSACCESS and a timer to force the
updated report to a web site with hundreds of viewers. I set the three
minute egg timer and it executes every three minutes. However, world wide
traffic load makes this a best guess. Sometimes it takes four minutes
depending on the report size. Can you manipulate the timer interval based on
how long the ON TIMER Event actuall ran and restart it within 10,000 after
completion of one transmission with ACCESS->FTP routines. Is this possible.
