The simple part is that I want to replace my hard disk with a new one. BUT
when I've done that, can I happily reinstall my Windows XP Home edition OEM
on the new disk with the CD? Or will the disk think that I'm trying to put
iit onto another computer and block me???

If that new hard drive is in the same old computer, you'll be fine.

The only problem you might run into is that if it's a restore or recovery
CD, it may only install in a partition that's the size of the original hard
drive. Then you'd need to either create a partition to use the rest of the
drive, or expand the existing partition to fill the drive.

The answer depends entirely upon exactly what type of OEM installation
CD you have. A non-branded, generic OEM CD will install on the new hard
drive without any problems. However, some of the OEM Recovery CDs
supplied by some computer manufacturers will only work if the computer's
hardware configuration is _identical_ to what it was when the machine
shipped from the factory. If you have a branded OEM CD, contact the
computer's manufacturer to ask this question before proceeding.
