Can user enable macros after accidently chosing "open disabled"?

I know this can't be accessed by code. But I'm wondering if, after a user
has opened a workbook by accidently clicking "Disable Macros" at the
warning, is there any menu command or such within the Excel environment that
can be used to enable the macros? This is opposed to the user closing the
workbook and re-opening (with a bit more cre, hopefully!), because this file
can sometimes take a while to open.

Once the workbook has been opened with macros disabled, the only way
to enable macros is to close and re-open it.

I was afraid of that! This is one of those "Double-click to open, then go
get coffee" workbooks. It's just a bummer when I open it and click too
fast, selecting "Disable", then have to close and reopen. Oh, well, I know
there's a good reason (probably that if it was a menu command, Excel would
have a method available for coding).

If this workbook is just for your own use and you want macros enabled at all
times without compromising your security settings, you can place a digital
signature on it using SelfCert.exe which you will find in your Office\Folder.

If for others to use, you would have to buy a digital signature.
